POSITION:          Director of Special Education       

REPORTS TO:Assistant Superintendent of Special Education and Pupil Services

PRIMARY FUNCTIONS: Primary instructional leader in current special education trends as they relate and interface with general education students and curriculum. The Director will provide leadership in the utilization of Special Education Services in the development of schools as educational communities. Must be able to plan professional development incorporating differentiation of instruction, curriculum modifications/accommodations, co-teaching and instructional strategies.  

TYPICAL DUTIES AND RESPONSIBILITIES:

·       Assists building administrators with the personnel process in recruiting, selecting, supervising, and evaluating special education teachers and related service staff. 

·       Supervises the referral of children to special education and monitors PPT the process

·       Collaborates with principal on all special education issues in the building

·       Responsible for all due process mediation and hearings. 

·       Monitors the data management system and files of special education students in collaboration with the principal and central office staff

·       Responsible for special areas and assignments as assigned by the Executive Director

·       Supervises all programs in assigned building and out of district programs as assigned

·       Collaborates with all magnet schools and outside providers

·       Initial central office contact with the State Department of Education, parents, surrogates, advocates regarding complaints and compliance issues.

·       Projects enrollment, staff, and space needs of special education.

·       Responsibility of overseeing compliance of Federal and State Special Education Laws and legislation, i.e. IDEA. 

·       Perform other duties as directed by the Executive Director and Chief.

SKILLS, KNOWLEDGE, QUALIFICATIONS AND EXPERIENCE:

·       Advanced degree in education or related are required.

·       Knowledge of curriculum/state framework and standards.

·       Minimum of five (5) successful year’s experience as an Administrator.

·       Successful teaching experience in special education or related field.

·       Outstanding leadership skills.

·       Excellent verbal and written communication skills.

·       Demonstrated knowledge of Federal and State Special Education Legislation and Laws.

·       Maintains positive relationships with private and public agencies.

·       Demonstrated ability to work effectively with parents, students and school staff.

·       Provides staff with guidance regarding special education laws, Americans with Disabilities Act, Section 504, and other appropriate statutes.

·       Strong orientation toward urban school systems, preferred.

·       Connecticut Special Education Certification preferred.

CERTIFICATION REQUIREMENTS:

Connecticut Certification in Intermediate Administration/Supervision (092)

Special Education certification and/or Pupil Support Services certification (065 or 165)

SALARY: Salary in accordance with Hartford Principals’ and Supervisors’ Association Group 12 ($139,955 - $152,363)

Twelve-month work year.
